I am 'Chaos & Evil', writer of the War Griffons army list for the NetERC.
I would like to make this statement, that I considered giving configurations when writing the War Griffons list but was asked not to by the community, as many players had built Titans for the v2 army list (or even earlier army list versions such as SMTL!) and did not want to cut them apart in order to have them remain useful in future games! Quite reasonable!
So the system I eventually created was unrestricted, but balanced through points costs for individual weapons.
If I were to write a restricted version of the points cost system, I would write it as follows:
WEAPONS ALLOWED ON CARAPACE ONLY:
- Turbolaser
- Plasma Blastgun
- Missile Launcher
- Megabolter
- Inferno Gun
- Deathstrike/Barrage/Vortex Missile
- Carapace Landing Pad
WEAPONS ALLOWED ON ARMS ONLY:
- Close Combat weapon
- Laser Burner
- Corvus Assault Pod
- Plasma Cannon (Reaver only)
- Plasma Destructor (Warlord only)
- Gatling Blaster
- Melta Cannon
- Laser Blaster (Triple-barreled turbolaser)
- Volcano Cannon
- Quake Cannon
This would match the restrictions that are placed on where weapons are allowed in Warhammer 40,000 Apocalypse.
Now Apocalypse is a game for children and so should only be a loose guide, but it does provide a modern look at what a Titan weapon load should be.
Partially because the War Griffons list has been inspired in this manner, it looks like a modern AMTL list, instead of an AMTL list of fifteen years ago like AMTL v2.
Other inspiration I took was in deleting all the 'light' and 'heavy' versions of the same gun (example: 'Light Vulcan Megabolter' and 'Heavy Vulcan Megabolter'), and consolodating into one stat. This was done because 'light' and 'heavy' do not exist in Warhammer 40,000 / the fluff, there is only 'megabolter'.
Overall the War Griffons list enjoys the best reputation for balance both in the UK and worldwide.
It has apparently even found a way to make Emperor Titans balanced!
Whilst I would not think to tell Epic Fr what to do, I would recommend the consideration of the restrictions list I gave above, if a restrictions list was demanded.

For objections to a Titan carrying 100% 'Plasma' weapons, this can be explained in a fluff manner if the Titan is from the Forgeworld 'Ryza', as that is known to be the Forgeworld of Plasma technology. Thus it is fluff fine.
